Very high CPU usage, even with settings on low

I'm talking about in the 78-80% range. Changing any settings in the Video menu doesn't seem to do anything to change the percentages.

  • I have an Intel Core i7-8700K @ 3.70 GHz
  • 16 GB RAM
  • NVIDIA GeForce RTX 2080 8GB

If anyone else is having this issue, let me know. It actually seems worse in the Sanctuary than it does in a Raid or Building.

    Same this game has been taking an exorbitant amount of resources from my desktop. I lowered the graphics settings but it made no difference. I have

    AMD Ryzen 7 5800X 3.80 GHz

    32.0 GB RAM

    NVIDIA GeForce RTX 3070

    I played The Witcher 3 with max settings and had no issue, but this game is making my computer sound like an industrial fan.

    I have exactly the same problem with my cpu at 100% in sanctuary is where it goes most terrible. 
I have:
Intel Core i5-8400
8 GB RAM
NVIDIA GeForce GTX 1060 6GB

I meet the recommended requirements.
