In this scenario, you've effectively circumvented the debuff.
You grab this perk, and something that gives you +50% repair speed: Are you now repairing at 150%?
No?
Then you didn't 'circumvent' it. You powered through it. The debuff is still there, still slowing you down. Your interpretation is treating the +50% as part of Steadfast, which it isn't.

As it is right now, it's the fact that a random survivor can force me to have molasses slow gen progression against my will. That's a killer effect. If a perk has a downside so bad that I personally would never run it, I don't want the downsides to be able to be forced on me by another player.
It's like killers complained about ONLY being able to run 4 gen regression/slowdown perks and BHVR was like 'hold my beer.'

I’m for this & I would love to see an update to all the silent hill characters models.
Plus Behaviour add voices to all the silent hill characters would be great.

Heather’s base model needs a model face & hair rework as well.
Her face is still off and Heather’s needs more fluff/thickness in her hair around her fringe & sides on her base model/Princess model.

As for the last part, no, your speed isn't debuffed, it just isn't increased. There is a meaningful difference between those two things.
With the perk as it is in this preview, would it just be better to use a toolbox on its own? Probably, but that's a different question to "are you actively worse off using the perk and toolbox together". Yes, compare to just a toolbox on its own, but then compare to the perk without the toolbox and to base repair speed without either.
I wish I could downvote you multiple times for how unbelievably disingenuous this is. How are you going to refuse to compare like with like and then give it a value judgement?

Re: What's a license you'd like in DBD that isn't that commonly requested?
I'd like to see the Legend of Zelda series in DBD. I know it's not horror (or even horror adjacent) but it's still had some incredibly dark and creepy enemies over the years.
I think Dead Hand would make an incredible DBD Killer. Imagine if he also had a couple of ReDeads walking about the map that could scream at you to freeze you in place (or reveal your aura).
I've wanted a spider Killer for some time now and I think the Armogohma from Twilight Princess could fit the bill pretty well, though I think they'd have to come up with a more engaging power for it. But I do like the idea of a Killer that could lay eggs around the map that hatch as a secondary power (I'm honestly still a little disappointed we didn't see face huggers be a part of the Xeno's power).
There's also the reoccurring Dark Link concept that I'm sure BHVR could rework into a more horrifying iteration. Being hunted by an evil, corrupted mirror image of yourself is definitely a scary thought.
Plus, with over 40 years worth of games to pull from, there would be huge potential for cosmetic skins from every era of Hyrule.
Obviously Nintendo would never approve of the series making an appearance in a horror game, but I still think it would be a cool if unexpected addition to DBD.

Like I get you miss out on the haste but on average youll be getting MUCH more value since it procs more often
