Killer Tweaks

Trapper - needs to start with multiple traps if not all of them, he wastes to much time collecting them or has to use his addons as the bags to be viable. Wraith - needs at least bone Clapper to be base kit and maybe more base speed while cloaked or reappearance time reduced. Billy - just needs his addons looked at to get his ultra rares. Hag - needs range to her teleport increased at base. Huntress - I'm not sure it's hard to balance her, it's more the maps that screw her over because they are inside or just to big. Leather face - needs addons and decrease the slow he gets as he revs to be in line with Billy. Pig - increase her movement speed while crouched... she's to slow to be effective. Also maybe do something with the rng of boxes, so easy to get them off it hardly wastes time. Plague - revert the nerfs to her after ptb she was good on ptb, increase her movement speed to full while holding her power. Freddy - is great where he is at. Demogorgon - let his portals erase like hag is he places to many (first one placed goes away). Legion - increase vault speed in frenzy, also increase movement speed on Frenzy so he can handle the larger maps. Ghostface - fix his reveal, sometimes it doesn't reveal when staring at him and other times he gets revealed like 3 seconds after he goes behind a wall... Spirit - make prayer beads an ultra rare it's to common and way stronger than her current ultra rares and also take away her ability to collide with survivors while phasing and she would still be strong but also it would be skill based on hearing and predicting. Mikey - needs to either be slightly faster in Ew1 or be able to get out of it quicker. Doctor - needs the range of base shock therapy increased it's to short and more consistent on what you can and can't do while in tier3 madness. Should have to snap out before doing any action besides vaulting, pallet throws and lockers. Clown - needs more slow down on his bottles and/or more base bottles, currently Freddys slow down is better cause he can double stack them on a loop. Nurse - the time to recover her blinks needs reduced, to 2 or 2.5 seconds. Most of these changes are numbers that could be tweaked and vastly improve all the lower tiered killers with minimal effort rather than waiting years for these reworks. People complain about spirit and nurse so much because that's what most people play because everyone else is weak... but a few simple tweaks could make them way more viable. Behaviour needs to take a page out of some other companies and do balance updates more often.
