Why Does Surge Remove Available Pops?
I was watching gameplay of Otz playing Deathslinger, and a few minutes in, he downed someone near a generator and Surge was activated.
He had a Pop saved up at the time, but when Surge activated, Pop was completely removed.
Is this a bug? An intentional implementation? Was this a problem before or has nobody noticed as of right now.

It should be a bug, Surge technically doesn't deactivate Pop Goes the Weasel. Since the new patch just launched, there might be some bugs yet to be fixed.

It's a confirmed bug yes, my original answer to this question went in-depth about it to see what it did with Surge, but upon further investigation and talk with some people, it was brought to my attention that it's a bug that's not intentional what-so-ever.
So please, don't use Surge with Pop Goes the Weasel, they don't work together and Surge actually deactivates Pop Goes the Weasel.

That seems a pretty significant bug. Why is it not patched out already?

I don't personally know, but I can assure you that they're aware of the bug itself.
