Do they stack?

There's no reason why they wouldn't - add-ons of that kind, that just increase raw power, typically stack. Usually, it's a safe bet in DBD to assume that something stacks unless it explicitly mentions that it doesn't.

Short answer, yes this both stack with each other.

The DBD Wiki says that the High Stimulus Electrode increases The Doctors Shock Therapy attack by 4 meters, while Polished Electrode increases it by 3 meters. Put them both together and that's an additional 7 meters on the base 10 meters that Shock Therapy comes with by default, making it 17 meters in length.

As Fibijean has stated, unless something says "This add-on/perk does not stack" than it's safe to say that they do indeed stack with each other. I can confirm that they do, since they did so before.
