Should Executioner's 'The Corrupted' outfit be a one piece cosmetic?

The new killer The Executioner has been released for some time now, and I am really enjoying him as is. With his release came a cosmetic outfit called The Corrupted. However, it is a one-piece cosmetic, and can not be customized like other cosmetics can. This so far is the main reason holding me back from purchasing, as I feel needlessly restricted with this inability to mix his cosmetics. I was under the idea that only Legendary skins would be a one-piece cosmetic, and only Cheryl's Lisa outfit is classified as a Legendary skin, yet the numerous Bunny skins on Legion and The Corrupted for Executioner are also given this limitation. How do you feel about this, should the developers remove the limitation for Executioner's outfit, or do you feel this is fair?

From previous threads, I understand this is not a BHVR decision, and more to do with the License holders.

As this would have been in the Ts and Cs of the agreement, I doubt there will be anything BHVR can do about it.
