What's the reason for slightly/moderately/considerably?
Instead of just hard numbers? I think the answer given before was the amount of work needed to change the wording/numbering. It's been awhile since I read a dev response ages ago. Yet even there, why go that route from the start, instead of actual percentages given?

I'm not sure what the reason is, but it is pretty annoying. I mean why do we have to Google something that could easily be listed on screen in game?

Pretty sure the reason is simplicity. Correct me if I am wrong. Especially for new players for example +0.2 m/s sounds like nothing and they would not understand the real impact.

For newer players mostly.
Although an option to switch it out for actual numbers would be nice.

That would make sense if it was universal maybe, but its not. We have hard numbers with perks. Monitor and abuse will tell you exactly how many meters less your TR goes down and spinechill will tell you exactly how much more of a chance you have at skillchecks... but addons that affect TR or skillchecks dont do the same.

I mean if your talking about the billy add on it still is pretty much nothing considering the circumstances needed to proc it, but either way if they just used percentage values instead that's probably work a lot better
