Can someone else's bad connection cause me to lag

I just got done with a match where the only time I experienced lag was when the killer was close, and then it was the worst lag I have every experienced in this game.

After being hung I was even going back and forth between being on the hook and beside the hook.

Every time the killer would get a little bit away it all stopped.
