Killer occasionally not being able to hook or open lockers

A few times when ive tried to hook a survivor or open a locker with a survivor in it the action would repeatedly stop right after i start it no matter how many times i try. There are also sometimes when it would stop the action a couple times if i try to hook someone when im towards the side of a hook but then works when im directly in front of it. This is on my ps4 and happens usually at least once every game as Blight.
