The biggest change to Mindbreaker isn't in the patch notes.
If you pay close attention to the description of Mindbreaker on the PTB:
You'll notice that it does not mention generators needing to be under 50% progress anymore.
So, Mindbreaker might end up being usefull now ? Maybe ? Who knows. Maybe it isn't even real.
But why isn't it in the patch notes ? Why not mention the biggest most important change to the perk and only talk about the 2 seconds increase of the exhaustion effect ?
Sadly there is no such hidden changes to Cruel Limits. That perk is still terrible.

I’m gonna guess it’s an error in the text. I’m doubtful they would have changed to the whole time while repairing on a generator. Although that would be amazing, and actually further help it also be a stall perk (survivors waiting for their exhaustion to recover first before repairing again)

I can confirm. I noticed it earlier today in a match playing against a Killer running Mindbreaker on PTB.
It works the entire time and doesn't stop at 50% progress

I did just test it with some nice survivors. They said Mindbreaker still worked above 50% progress.
I also confirmed that Surge trigger on regressing generators. Technicaly that was in the patch notes, but as part as the new generators terminology. So thats a stealth buff to Surge.

I already use Mindbreaker in a build with Blood Echo. This will make it even BETTER.

Even if it is just an error, I think the fact that the community brings it up as a pretty viable idea to make the perk even better, despite the fact that the idea came from an error in the text, probably might be enough to spur the devs on and make that change if it wasn't deliberate.
In the same way that plenty of changes have been made that were originally bugs, or purely accidental / unintended, except the devs liked them enough that they kept them the way they were..

Okay tested and CAN 99.9% confirm that it works even after 50% of the gen is progressed on PTB at the moment.
Also confirmed it with the survivors after the match who said they were exhausted when they tapped a gen that was already progressed to about 75% that I intentionally left alone, unless these guys I talked to in post game then on their stream chat decided to just outright lie.

dude the perk is now useful for ambush killers or ones with very high mobility, i know this would be the buff to the perk both the increase exhaustion and the working regardless of percentage but i didn't think they would do both.

It's actually much better in this form that it very well could be useable. Made a post about it with screenshots on PTB feeback

It's better, but we're still talking a perk whose best user is Blood Echo Legion.
