Survivors can tell who the killer is in lobby again
I don't know how, and I don't know where they are getting this cheat/hack or whatever, but they can do it. I recently went against a streamer as Bubba, and after the match I went to watch their vod, just to see what they're thought process was since I played very aggressive.
Literally during the loading screen, one of their friends in the game (it was a SWF apparently) says "I know who the killer is and I hope Bubba ****s you up".
How can I report this?

Was that person new to the game or using an alt account? The game gives you tips in the loading screen on how to survive against killers you've never encountered.

They were all red rank, and after further research, I can confirm that such a cheat does exist again.

Exactly this. If it was during loading screen they get an info text. Do you know what rank the one was that made the Bubba statement?
if you want to make a report you have to make an in-Game Report (Right next to the gamertag of the Player in the end-game screen where you can see perks etc) and then file an additional player report, also in that screen on the top Right of the names there is a button that says ‚customer support‘ or something. You have to fill in steamIDs of you and the one you are reporting and additional evidence like video recordings.

Maybe there was a delay + the steamer loaded in a little bit later than the other person in the SWF?

If it happened during the loading screen then no cheating happened now, did it?
They didn't get to change their loadout to match your killer.
Not exaclty "in the lobby" as you claim.
