Should the killer's hit slowdown be shorter for m1 killers?
Trapper, Wraith, Billy, Myers, Doctor, Huntress ,(especially him and Clown, geez), Bubba, Freddy, Pig, Clown, Legion, Plague, Ghost Face, Oni, Demo, Pyramid, Twins, Trickster all have a really long cooldown period of 3 seconds, where if the survivors just hold W they can waste 45 full seconds with no pallets or windows. Even on clown you feel it so much, the power of holding W.
I'd keep the same slowdown for Nurse, Hag, Spirit and Deathslinger, but maybe a bit shorter on Hag and Deathslinger still.
What do you think?

I'm gonna say no. M1 killers main difficulty is closing in on the survivor. Once they've done that, they don't really have any need for a buff in hit speed, they've got the upper hand in having reached the survivor in order to M1.
Also I'm not sure why you included Billy, Bubba, Huntress, Freddy, Plague, Oni, Demo and Pyramid in there. They all have powers or secondary attacks way better than an M1. I'll give you Trickster though, he's basically an M1 killer.

It's not that much of a cooldown. 3 seconds is a measly amount of distance, and holding W is a very weak tool, especially against ranged killers or high-mobility killers. Rather than holding W, you use the speed boost to find a loop and get into position. Then, it's a test of who can loop better.
If the cooldown is really that bad, run STBFL. I don't like it because I really never get use out of it (even at full stacks), but if the cooldown is that concerning you can try it.

I'd say that it should be like that for a T3 Myers, and basically just T3 Myers. Honestly just all of T3 Myers actions should take less time since he's a pretty weak burst killer, even with Infectious.

I am undecided, but I somewhat agree
Maybe nerf Save the Best for Last a little bit and change the cooldown of attacks from 3 seconds to 2.5 or 2 seconds.
Just an idea.

It would make since for GHOSTFACE and Myers. All they can do is swing a knife, they would benefit greatly from this. And I do not believe that it would make them too powerful.

I feel like people are taking this video wayyy out of context lol. If you wanna chase a single survivor all the way across the map by all means go for it. Don't complain when 2 or 3 gens pop in the meantime.

Except that now all killers can make STFBL work efficiently, a lot of matches you're forced to chase the closest survivor, you can't simply leave that survivor and go across the map.
Juggling survivors is not something you can do, because the gens will get rushed if you're not wraith or something, and because medkits heal in 16 seconds or faster. +they can have instaheals, etc.

Terrible idea. Most Killers you mentioned already have the necessary tools to catch up to survivors or negate loops to get a second hit. You also have add-ons, perks, mindgame possibilities at some loops... if none of that works: you either got outplayed by a good survivor / You are not good at playing that certain killer/ Or both. I agree some Killers can potentially have a tougher time to land a 2nd hit than others, but the M1's cooldown is not the issue.

Despite the problem of holding W, I sitll think the cooldown for hitting a survivor is fine. STBFL can help m1 killers quite a bit.
The problem is map design.

You could also say that they can drop a pallet and hold W, or vault a window and hold W. Most times you can play around these or bring a perk to counter these if you are struggling. Personally whenever I play Pig I always have STBFL and Brutal.
