Is the Devote Emblem Broken?

In a match last night I hooked all 4 survivors at least once, killed 3 of them (thanks Devour Hope) and sacrificed the 4th and got a silver Devout Emblem? That seems wrong if the below chart is to be believed. I would have accrued 9 points and earned a Gold. Am I missing something?
