Now that Flashbang and Blast Mine are in the game, Repressed Alliance needs to be streamlined

Flashbang: Requires 50% gen repairs

Blast Mine: Requires 66% of gen repairs

Repressed Alliance: Requires 60 seconds of gen repairs.

Repressed Alliance needs be be changed to align with the other perks. It should be changed to at least 66%, but the perk kinda needs a buff so I wouldn't mind it being 50% instead.
