Change the hitting hooked survivors cooldown to the "dead hard hit cooldown"

the actual one is too long, and i keep having my hits stealeds by hooked survivors while the unhooker gets a free unhook

    they should just fix the atrocious auto aim that pulls your swings towards the hooked survivor
