Why is prestiging 3 Demogorgon not give you his Perks in the new system?

I prestiged 3 my Demogorgon on the Anniversary event because Jolt is probably a new Meta. I now recently found out that Prestige 3 Demo is useless because the Perks are now public on the Blood web... Why?

Bc when Stranger Things left DbD last year all the perks were made general perks so no ST characters have teachables.

They should've made it so if you own the ST chapter you get those perks on everyone. Even though they're not teachables they are considered their "personal perks" so I don't see why they can't be automatically unlocked if you p3 them. It seems odd you get charms for them but not the perks unlocked on everyone when that is actually useful.
