I'm confused on how the legion is 4 people what does that mean?
How is the legion 4 people? I'm considering getting him but I want to clear this up

It's one gang. Think about it as members of a team. They all have the same power but they are different 4 characters in that gang.
Edit: To make it more clean - you always play againts one of these members depending on their cosmetic options. Some members have different outfits but they can still be the same character, while other outfits change the character.

It's a group of people but in any given match you are only dealing with one member of the group.

Just cosmetic reasoning, so you get Frank and (I believe) Susan skins to start, then you can buy Joey and...Zoey I want to say is her name outfits

The Legion is 1 Killer. Depending on the cosmetics, they are either Frank, Joey, Susie, or Julie. So one Cosmetic will say Bush Party (Julie) or Never Stop Slashing (Frank). The Cosmetic changes who the person is, but they are all The Legion.

4 people make up the group calling themselves "The Legion". Only 1 member is active in a trial. The cosmetics used by the player determine which member that is. By default, that'll most likely be Frank or Julie. This otherwise has no actual effect on gameplay.

Lore wise, they're a gang, made of 4 different people : Frank, Julie, Susie and Joey.
Game-wise, the difference is mostly cosmetic. The characters each have their own voice and idle lobby animations, but that's about it. They all have the same power, Feral Frenzy. Your gameplay won't change if you choose to play as Frank or Julie.
Legion is kind of a gimmicky killer but I love playing as them, it's very fun chaining hits and altering their chase music with tapes. You should get them !
Their perks are all useful in their own builds as well (Discordance is generally very nice aura reading, and is especially good on Nemesis or to counter Prove Thyself, Iron Maiden is good on killers that interact with lockers, and Mad Grit is good against overly altruistic squads who try to bodyblock hooks).

When you get assaulted by a person in a smiling mask, you get attacked by the Legion, no matter who's behind that mask.
That's basically how it works. Oh, how I would like a short movie about the Legion's whereabout before getting taken into the fog. The skins give some juicy details tho - like Julie stabbing a guy in the back and taking his purse to please Frank.

Gameply wise it means nothing so this is purely a lore and cosmetics thing.
Lore:
The Legion is a group of 4 teenagers Frank Julie Joey and Suzie. They hang out together and are delinquints and eventually when trying to vandalise a store in order to get revenge for Joey being fired. However a cleaner sees them and grabs Julie. As a result Frank ends up charging him and stabbing him and the rest of the eventually join in.
Cosmetics:
By default you have Joey and Julie unlocked, but Suzie and Joey have to be obtained through cosmetics. Each of them have their own animations and breathing and noises etc.
Thats pretty much it.
