No problem at all. Misunderstandings, especially if it's all carried out in text, happen and they're not a big deal.

Very true. As an example, a common complaint is Starstruck on Nurse. If the TR was changed to zero for Nurse while carrying a survivor or a blink lunge became a different type of attack that didn't activate Starstruck but still left Sloppy Butcher, etc as possibilities for Nurse as @Little_Kitten has suggested that would be a good example of balancing for the top 1% but not around the top 1%.
Very few people would miss it and people learning Nurse would still be able to have fun with Nurse.
That's a good point to bring up; the top 1% needs things as well and I think the example above illustrates a way to do that without sacrificing the fun of those who are not in the top 1%.

That's how I found out about it. I think there was a video suggestion in my feed on YT and someone had a thumbnail with Lisa from SH, so I thought she looked incredibly familiar and checked it out.

That would still be balancing around the top 1%. Average Nurses can still get good value out of Starstruck. Even if the Nurse player isn't good enough to rapidly slug survivors, just having the perk active can discourage survivors from trying to prevent Nurse from hooking a teammate. It can also encourage affected survivors to hide for the entire exposed duration, which means they aren't repairing generators, so it can still double as slowdown even if it's used by an average Nurse.
