The devs could not program more than 2 zombies without the game slowing down (Or so they say); do you think they could REALLY program Lickers with AI?

idk i am not a developer or know anything about IT but if they can add nemesis and 2 zombies isnt it possible for them to add 2 lickers?

No, it's not possible. They stated that the game ran too slowly with more zombies.
Plus, you have to work in new models, new animations, and new AI scripts to make Lickers work.
