Make Universal Perks available in the Shrine

I think you should be able to buy universal perks in the shrine, the same as you would unique perks. There's enough of them that it takes around 40 levels of the blood web to purchase all tiers of all universals for one character, and that issue is compounded by the large number of characters available.

It would be great if there was a mechanism that would let us learn tiers of the perks on all killers/survivors.

    Doesn't purchasing a perk in the shrine just make it behave like a universal perk?

    Or is there something I'm missing?

    Or do you mean being able to buy perk tiers?

    Not really much point; once you've maxed out a character for their perks (to P3), all future characters will run out of perks well before that point. You're never really going to stop at level 40, and none of the universal perks are that do-or-die, so why make them guaranteed?

    IMO I think it might actually be beneficial for new players to have them right off the bat for every survivor/killer because they aren't really all bad and can be good basic perks for people, at least auto-unlocked at level 1. IE baby dwight, who got him up to level 15 to play him with his tutorial bps for his first match ever would benefit him to run kindred + bond + we'll make it + inner strength. Baby trapper at level 15 could run like fearmonger + agi + jolt + sloppy.

    Selfishly, though, I p1'ed most of my characters before the prestige rework to bump them up to p3 for their teachables to be purple on everyone. It takes a full prestige, and maybe some flow-over into the next prestige depending on rng, to unlock every universal survivor perk to purple starting from level 1. And I'm tired of spending bps on characters because I feel the compulsion to have them all perked out lol.

    Okay, but what are you expecting Baby Dwight to pick in the first fifteen levels, then? Putting them in the shrine won't help.

    Unless you're saying that universal perks should just be available for everyone at level 3. That'd be fair.
