Devs, Why are survivors allowed to hold a killer hostage?

If a killer holds a game hostage they are liable to be perma banned, but if survivors do it by: Not repairing generators, using perks to hide and leave lockers quietly and doing nothing, or opening the exit gates and then hiding around the map in lockers so the killer can't find them; nothing happens to them but if a killer leaves the match they get timed out on matchmaking no matter how many reports are sent in and no matter how much video evidence of said behavior there is, we killers get banned.

If an act is a bannable offense to one side it should be on both sides. I have 2 weeks worth of footage that shows hackers literally unable to be caught by the killer actually out running Legion's Feral Frenzy in a straight line. As a reminder to everyone even Tier 1 Myers cannot see aura's in lockers. So when I load into a map and can't see anyone then 30 minutes into a match I find someone in a locker and they disconnect that means they were literally just trying to hold a killer hostage. I see DBD streamers do this to killers all the time and nothing is done to any survivors that do these things that would get a killer's account banned.

Something needs to be done about this and the way people are treated in this game. The report function needs to do more than just be a click on a page.
