Killer Perk effects should scale based on Killer
Maybe one size doesn’t fit all, after all, and each perk should have its effects scale based on the killer using it.
Lower tier / mobility killers would have an increased effect on certain perks, while higher tier killers like Nurse would have a lower effect.
In other words, each perk gets coded to say “if killer = nurse or blight then the perk’s [seconds/percentage/etc] is lower”.
Example: Lethal Pursuer’s aura time is increased for a slow killer like Hag, while the time is decreased for someone like Blight.

You want to take the 106 killer perks we have now and make 3286 variations of them?

Maybe a better alternative is for a killer's teachable perks to have a slightly increased effect when used by the killer they came with

I think that’d be way too difficult to balance and would be overly complicated.
If a certain killer + a certain perk is problematic, either that perk is too strong, or the killer’s power is.

Bhvr ost not going to do something that require that amount if effor.
In addition i dont think its a good idea to have variations of perks a lot of people dont even know actual normal perks, imagine if every one have 3 modes.
