HRV Bug: does not move at all from start

in Bug Report
Played on a random normal difficulty outpost (not social), noticed HRV isn't moving at all. Luckily builder had marked the way. Played through. Noticed HRV only starts moving AFTER genmat is collected.
Donnu if this is a bug or exploit. Here is the video of full play-through. Have no idea what causes HRV to just stand there, sleeping on the job.
