Is this "locker tech" I've been seeing a recent thing?
So, there's one of those "techs" I've seen some survivors do recently, which is similar to other animation-cancelling techs, but I don't remember ever seing this particular one until a while ago.
It is done at double lockers. When a survivor is about to go down, they quickly jump into the locker. When the killer atempts to grab them, they leave immediatly. Back in the day, a similar thing would be done and the grab would simply not happen. But nowadays, when that happen, the killer is suddenly forced to open the other locker besides that one, wasting time.
I get that it can be countered by waiting for the survivor to leave the locker, but it feels really weird to open the locker you were clearly not in front of, and I don't remember this happening in the past. Still, it seems to be some sort of tech now that a few survivors try. Is this due to some latency-related validation that was changed recently? Or was something already in the game and people are just learning to take advantage of now?

Well, I guess more people are learning about it recently, then. I really don't remember seeing it until a couple of months ago or something. And I've been playing DbD since 2017. I'm aware that it works in a similar way to other survivor techs though, like the CJ.

A bit off-topic, but there's also a "tech" regarding lockers and blinds. Locker blinds were removed some patches ago, so when you take someone out of a locker, you cannot be blinded anymore. But that only applies when they are fully inside the locker. When they are just entering it and you as a killer interrupt that by a grab, you CAN be blinded!
So the tech is, when the killer is about to down you, find a locker and go into it SLOWLY, so the killer grabs you, and a team mates can flashlight save you. So locker blinds are still possible, to a degree. What an oversight from the devs, imo.

Not really an oversight. It's perfectly counterable. As is the "tech" lined out by the OP. No reason to dumb the game down to an extent where players can do no wrong.

That's got nothing to do with "dumbing down" the game. One locker grab has blind protection, the other not. That's just stupid.

One is an actual locker grab, the other is an animation interruption grab. There is 100% reliable and effective counterplay against it. Wait for the survivor to enter the locker to grab them then. Or just take a step back and swing at them, so as to not end up in the interrupt animation. Interactions like this that require some presence of mind and experience are good for the game, they reward improvement, make the game more interesting. And once you know about this particular interaction and have the control to play around it, you will actually benefit from survivors trying it against you, because often they will not only do so when they would have gone down regardless, but just because someone else is there asking them to do it, or for fun. And the person that came and waited for the save also just wasted all that time.

Good luck trying to grab them when they are inside the locker, when they can just instantly go out again (even slow) to repeat.
Imo that's just abusing a flawed / incomplete implementation. Same as CJ tech, forcing the killer to pickup although they want to kick a pallet.
I perfectly know how to counter this, but it's plain stupid that you have to be wary about such crude situations in the first place.

If you spam space, there is no way they jump out in time. You can even bind it to your mousewheel (I do that, although not to counter locker plays).
But even if you couldn't get them before they come out again, you can simply hit them as they come out. Take a step back and you will not end up interrupt-grabbing them. There is reliable and consistent counterplay to this, you just have to be a bit present and composed.

So you are fine with two players hiding in lockers side by side being totally invincible?
