Make randomized perks a permanent option in loadout menu.

I find it really refreshing and fun to try random builds with perks I wouldn't generally use. I can honestly say I've done randomized Perk Tome challenge over and over, past the point where I could have finished them many times.. but I don't escape from the trial on purpose so I can keep using the randomized perks.

I don't really think it needs to be it's own modifier. Let the people who want a challenge use it when they want.
