Is there a specific reason why I can't buy the tricks and treats bundle when I only partially own it

As the title states it's says I own the tricks and treats bundle when I only own it partially. I'm giving the benefit of the doubt and assuming it's bug as this is the only bundle that has ever been unavailable to me when it's only partially owned anyone else having this issue?
