I got a cool killer idea for you. Free of charge!
It's a Demonic killer that uses portals to instantly traverse the map and it can be used for loops or map traversal. His appearances is horrific and has a demonic voice and he also creates startling whispers to toy with the minds of survivors. This killer will be very dangerous to face almost as better as the Nurse but not too overpowering. A threat against any SWF comp if you master the art and skill of this killer, so it's difficult to use but very rewarding if you play right.
Height would be medium.
His appearance is very horrifying.
His lore something about Hell and how this demon got summoned by a group of naive kids thinking it's a funny prank to create a summoning circle from a old book that some kid grabbed from the cellar. Then when they got murdered by this demon, their bodies were mutilated and used to create a large portal to the Underworld. The Entity is interested in this demon so it took it to its realm.
We already have so many cult lores, there needs to be something new despite being somewhat corny.

No, a demon killer. Not hag or an addon. I don't know why you would compare a unique power that isn't related to her. You have to move around as hag and place cursed signs which can be cleansed plus a survivor have to trigger it before you can even teleport.
Let me explain his power to you. He has 2 portal abilities. 1 for loops. The other for map traversal. Map traversal give you the layout of the map so you can point and click then teleport.
Then you have addons where you can create multiple map traversal portals of your choosing so you can go in and out instantly wherever you so desire. An addon where you can use loop portal and then use it again to go back where you came from for mindgames.
There are so many addon and power creativity its immense. I know there will be tons of guides on how to play him.

I just thought of something cool. An addon for loop portal. The first loop portal stays there for a few seconds and when you place the second portal at the right moment, the survivor runs in the portal that you created and then the survivor runs and collide into you. The survivor thinking they're Gods at shack until they run into your portal will never not be funny to me.
How scary is that? I would piss my pants. It can still be countered if you react fast enough and have spatial awareness. Can be good against survivor who look behind too often than necessary.

This sounds like Hag/Demo/Onryo mixed with the look of Oni or something lol so Hag with extra steps.
I wouldn't mind a demonic type killer but idk about this power. Really I just want a velociraptor killer haha and Dr. Grant from the first Jurassic Park as survivor (because the new movies are just awful).

I hoped more Doom style than Japanese folklore but yeah. I guess so. It's more thinking with portals which is a different level of gameplay.
