Vigil + Exhaustion perks will become a problem.
With the new vigil that gives 40% recovery in an 16m radius, the killer needs to deal almost every 20 seconds with some kind of exhaustion perk.

28.8 second exhaustion is likely still too long to get 2 exhaustion trigger per chase.

I’m sorry but if you manage to somehow ######### up a chase long and bad enough to let a survivor walk for 24 seconds, them getting two uses of their exhaustion perk is entirely on you

As so often, it needs to be pointed out that the perk does not reduce the recovery time by x%, instead it increases the rate of recovery by that %.
That means at 40%, a 40-second standard Exhaustion perk will still take 28.6 seconds to recover, only around 2.2 seconds less than at 30% (30.8s) previously.
I think 50% would have still been a completely sensible but more noticeable buff.

You still have to walk to get back exhaustion.

Nah, it won't be that bad. They still need to stop running for this to matter.
The only thing I don't like about this is that baiting out SB will be less impactful, that's a bit unfortunate but we'll see how bad it is.

New Vigil shouldn’t be able to stack with itself, if multiple survivors bring this perk. The problem with Vigil is when SWFs stack this perk.

i disagree. even if you stack 3 vigil which is 120% recover. you get 40/2.2 = 18 second exhaustion. it's not very good perk. you should not be getting 2 exhaustion proc even with 18 second exhaustion. the perk would have to go in the 10 seconds before it becomes a consistent 2 exhaustion perk per chase.
Maybe if they buff it to 100%, you might get that.

Vigil SWFs usually don’t revolve around 1v1 chases. They are much more likely to be Head On squads, where they take turns making coordinated Head On ambushes.
And if they aren't Head On squads, they're still likely to be doing things involving multiple survivors in the same area, or otherwise they wouldn't be stacking the perk
