Another unlisted Chucky Buff? (please don't be a bug)

I just want to ask a Developer if this is intended, Chucky used to for no real reason have his power on cooldown when the game started, since the 8.6.0 this is not the case (thank god), but it wasn't listed in the patch notes, is this intended? (I hope so)

    i played 2 chucky games after the update, and lost both of them, even with this buff, it really doesn't change much in the grand scheme of things. (i am a chucky main btw)
