Can someone find me the dev team's definition of "Taking the Game hostage"

I can't find one anywhere on the forum website and the term is kinda vague.

It comes down to someone who is holding the other player in a scenario where the game cannot or does not end.
Couple of examples
The killer blocking the basement stairs ir a survivor in a corner when they cannot die or escape for a prolonged period of time.
A survivor refusing to leave the game when the gates are opened and urban evades, hides in lockers and the killer cannot find them for a prolonged period of time and no gens being done.
If a killer is waiting out a perk or you can die it's not holding it hostage, if you are actively trying to do gens even in small increments you are not holding it hostage.6 -
