That goes for every killer. Their camera is more so at the top of their chest/neck area.
This is especially apparent with Singularity as you can sometimes see the bottom of his head at the top of your screen, and also his legs are really close to the camera

I think his POV is lower for balance reasons because if he was taller from first person he would be able to hit things much much easier at loops due to how his Axe works

Just about every Killer's POV is messed up. I've actually done a whole experiment to prove it (though I would love to go more in depth with another in the future using actual Survivor perspectives, but I don't really have the ability to test that right now), but the game basically gaslights you about how tall every Killer is with the Height marking, and every Killer beyond Twins is also weirdly zoomed back. I'm just going to leave the below screenshot of Twins ("Tall"), Trapper (Tall), Ghost Face ("Average") and Artist ("Average") because I think it says everything it needs to.
Based on my observation, Springtrap is probably using the post-Twins "Average" POV used by characters like Trickster (who was the actual start, and I'm placing below this because Artist actually uses a higher POV), Knight (who is visually Tall but marked Average), Wesker and Ceno (who is MARKED as Tall and is about Knight's height).
TL;DR, no one's height matches anything and we just have to accept that.

Worst one is on xeno in runner mode with basekit fov (the max one fix this) the tail covers like one fourth of the screen.
