return the Off the Record perk

Please return the Off the Record perk to its previous state. No new anti-systems have been introduced into the game, so there's no need to change this perk. Because of this, all killers tunneled me, and I can't do anything about it. I really miss this perk. I kindly ask to return it to its previous state.
