Anti-Tunnel rework

I think we should change the game to reduce tunneling, but I think it needs to be more of a focus on rewarding hooking fresh survivors over punishing tunneling.

My recommendation for this is just 3 changes:

1. For killers: each unique hook gives the modified BBQ & Chili from before.

2. For killers: each fresh hook (the first hook of a given survivor) gives the killer a massive speed boost (thinking roughly 30%) to move speed, trap/object placement, trap/object pick up, gen kicking, and vaulting, for 30 to 40 seconds. This is cancelled by using a mobility ability (blight dash, nurse blink, etc.) or entering chase.

3. For survivors: each dead survivor gives the living survivors a stackable gen repair speed buff (thinking 40%) that is reduced by each completed gen to 0% at 1 gen remaining. (not sure if it should be linear scaling down or not).

The goals for each change:

1. Encourages the killer to chase less hooked survivors by directly giving info on their locations

2. To help less good characters (characters with no mobility) actually use the BBQ & Chili. Also increased trap placement allows more control based killers to go around repairing their web after the hook, so they don't feel left out of the buff either. Still provides counterplay, as if you don't want them to reset the web, the survivors can brave the existing traps to try to start a chase and remove the buff early.

3. Not to punish the killer, but to give the survivors a way back into the game. More of a catchup mechanic. This ideally makes it so you don't instantly lose if there are still 3 gens to go and the killer removes a player. They still lose efficiency ideally (assuming you are chasing 1 survivor 2 survivors do 2.8 survivors gen progress) but they aren't dead in the water.
