According to the HUD, the perk gives a 6% progression penalty per stack (max. 24). According to the patch notes, the perk gives a 4% progression penalty per stack (max. 16). In addition, I unfortunately haven't checked the precise number before the update. So my question is: What does the perk actually do now and did they just undo some buff from the PTB or is it actually a buff/nerf in perspective to what it used to do on Live Servers before the Demise of the Faithful update? If so, is it stronger or weaker than before?
