Why was the rank reward discussion shut down?

I just saw the post about rank rewards and it is already closed?

Is there a rule that prohibits brainstorming about desired rank rewards, exploring different options and possibly inspire bhvr to a long awaited rank reward?

I closed that discussion because it was from March and someone else already commented on a second one, which is from April and again someone else opened a third thread about it.

There's nothing against brainstorming on those things.
