Killer Perk: Cold Reception (Winter's Wrath perk)
Your presence instills despair in the hearts of your prey.
All Survivors start the Trial Exhausted for 40/50/60 seconds.

This is one of the killer perks in my Winter's Wrath chapter idea that I posted a few days ago. While this perk isn't terribly strong, it can help the killer apply some early game pressure, especially when combined with Mindbreaker. I'm posting this separately from the chapter as I want some feedback on the individual perks as well as the chapter as a whole.
So, what do you guys think?

You gotta think about every killer when making a Killer perk. The Nurse, Wraith, and the Hillbilly could easily use this to get some early game hooks, I think. Maybe make it 30/35/40 seconds? Your choice though, if you don't think it'd be too good on the faster killers then it would be fine.

If you rely on exhaustion perks, the counterplay would be similar to corrupt intervention in that you would play very passively at the start of the match. Vigil could also counter it to an extent, but it would probably need a buff to be effective.
Edit: Wait, I understand Nurse and Billy but you're concerned about Wraith? He's not really a threat.
