So think of it like NightShroud, a button can activate the power on nightshroud, a button can change the state for Fog Suppression. When wanting to go to No Suppression and Full Suppressed, these 2 go to 2 different keys, or buttons. No Suppression being the activate power button, and Full Suppressed being the same button you use for Dead Hard on survivor
