If slow down perk builds are stressful to play against
Then the devs should make second chance perks for survivors dont synergize as well.
A survivor having up to 4 second chance perks in one build is stressfull to play against as killer. For example there is the classic DS-UNBREAKABLE build where if you casually find the unhooked survivor and you slug to avoid the DS the survivor escapes and if you pick him up you get stunned. Mix that with borrowed time and DS becomes a free escape for the two players since the killer cant down or pick up any of the them
Call me a whiny killer main, or tell me to stop tunneling (you are not looking smart by doing so) but if slowdown builds are to be removed the least the devs can do is remove the second chance perk builds as killers cant deal enough pressure if they are forced to play around those perks

I wouldn’t directly opposed to something like Decisive Strike causing exhaustion so it couldn’t be used with Dead Hard, and things of that nature.
But I feel there’s a lot more they could do to reduce time the killer has to waste on miscellaneous things. I just made a post on that actually.

But this post refers to the least the devs could do, or more of a fair way to nerf the two most used perk builds on each side (Or at least I think they are). You cant just heavily nerf the killer one without even looking at survivor one

The way the devs have worded it is they are going to be looking at gen times as a whole after this and possibly adjusting those. As they said, ruin has been acting to cover up the problem for awhile, so they kinda needed ruin out of the way to show them just how bad it is so they can work from there. That could mean a change in gen times, a change in toolboxes, ect. Personally, I wouldnt mind if DS gets looked at with all this so I dont get stunned for downing someone with 1 second left of their DS, even if they had teammates get unhooked after them. The amount of "possible DSes" that can be active at any given time is too much to keep track of at times.

I agree with you, I totally get why ruin was nerfed, although it could have been better to tell the players in advance why they would do it.

I think killers just need perks rework to have an ability to use not trash. Survs needs it too, but currently they have a little bit more variety of useful perks. We have 66 killer perks and 74 for survs and only 8-10 perks are most useful and 8-10 we can use in not every time working builds, so 1/3 of all perks are playable, it is pretty small part.

Id rather call it a change rather than a nerf. The perk is completely different now. Maybe they could do something to make the first gens more manageable. Maybe something along the lines of a 30 second gen lockdown at the beginning of the match to allow the killer to move from one side to the other and possibly start a chase before you have gens popping, or maybe it takes longer to do the first gen than it does for the 2nd.
