Please don't just sit there and zap people. Actually go hit them.
You gain nothing by making them go all the way to tier 3.
Had a guy do that against me today. Result? He got me to tier 3, and started chasing. The chase was so long that he had to give up on me. I wasn't hurt but hey, I had to snap out of it.👍👍
Totally worth it to zap me for maybe 20 seconds(I don't actually know how long it took, felt like an hour). Except for the fact that he zapped me several times during the chase which would have gotten me to tier 3 anyways.🤷♂️

This is how you know a good doc from a bad one

And you know a great doc from a good one because they have the timing of the zap down. You won't drop a single pallet during a chase.

Nah you gotta zap and tap lol. I only zap when I'm trying to end they're looping. Other than that I use shock blast a lot. Never have a problem getting them to tier 3 though even though I'm not constantly zapping.

Just to chime in, it's possible that they were just trying out Doctor for the first time since the changes and trying to get the timing down for when to shock. It's easy to shock too early or too late at first.
Or it's totally possible that they just don't know what they're doing and shock like crazy. I won't rule that out.

He had me cornered in the door area of hawkins. (I hid there because I was gonna start the gen close to it, but heard the hearthbeat and hid there, and that's when I learned he was playing doctor so hiding was useless 🤷♂️)
I was standing behind the barrels with no escape. In fact, I don't even know how I managed to leave the area without getting hit. (I did record it, so I could check it out)
So, second option. 😂

Sometimes I play matches where all I do is zap. Well, okay, I often get bored after a bit and start hitting, but at least at the beginning all I do is zap.
