What killers should I use new ruin on?
So far the only semi effective killer is legion

Legion, Doctor, Billy, maybe Spirit.

Trapper, Hag: since they can actually defend it.
Legion: but good luck since it will gone in 40 seconds to a minute most games.
Billy: The all round good killer. Can actually possibly defend it since he can get to it in time...sometimes.
Pig: Maybe. When you down a survivor and head snap 'em they'll be off not doing gens so the perk will get to do its job for a good bit depending on your addons....but...you have no way to defend it. So it's a possible wasted perk slot.
Demagorgan: Literally you can just teleport to it and of the abyss will let you detect anyone near it if you place a portal there. Problem is. If the totem spawns someplace with a quick exit they'll just leave as you're spawning and loop you wihle another one will break it. You can't break loop since they'll just go back and break it.
Nurse: Maybe. I mean, she can teleport to it. So. Should work in theory.
Freddy: At least you can trap it and gen teleport closer to it.

Only on high mobility killers. it also may be beneficial to run the Surveillance, Ruin, POP combo for when ruin inevitably gets cleansed. Ive had more success running Dying Light, POP, an information perk like dicordance/BBQ/Thrilling, and a flex perk spot like thanto for early game if you can get the survivors injured or overcharge for more regression.
Problem with ruin, is its a hex and it gets cleansed way before the late game gets started and during the early game its not noticeable or worthy of slot. It basically makes you set up for a 3 gen if it lasts and thats only if it stays up. Dying Light and POP require you to get hooks consistently and not kill your Obsession early on, but you should be focusing on getting hooks early anyway. If your Obsession does get killed or dc's early you can make another by tunneling a DS user or any of the other survivor perks that make them the obsession after activation..
To me Ruinis essentially a dead perk now. No early game use, and as far as late game its the same as i was before, non existent.

Nonsense, it is a very powerful late-game perk. It's effects are also incredibly insidious; the survivors have no way of discovering if Ruin is in play. After a lot of internal testing, BHVR decided that the perk is perfectly fine as it is- as long as you are using Surveillance (available on the Pig for only $6.99).
