Sorry, but no. He is not OP. He's very easily conterable. Static Blast can be negated completly by either getting out of the TR, hiding in a locker, even if the animation is playing, the blast doesn't connect, or run Calm Spirit. Don't get greedy on pallets/loops since he can easily catch you out on them. Practice more against him before crying OP Killer. This is why the game has become EZ Game for survivors!

Try playing as the doctor against red survivors and then tell me he is OP.
Seriously. One of the best ways to learn how to counter a killer is to play them and see what survivors do to you.
