Now Doctor is very Op
Doctor is simply impossible to play against right now.
His power takes the Survivor's only counter in that game, the looping.
There is simply no way to use pallets, there is no way to jump out of a window. Doctor became a free win killer

He isn't? You can bait his shock, or simply drop a pallet sooner. There's enough on the map to do so. That shock needs to be precise in order to actually delay/deny a pallet drop or vault, so you simply need to know the timings.

By that logic "Huntress or Nurse is OP because they can throw over/blink through loops" thing is theirs require skill, whether it's aim or avoiding a juke only to be straight up fatigued and lose the chase.
Doc doesn't, he's slightly slower for the barely noticeable time it takes to charge the shock, but it's LoS so you don't need to worry about travel time or anything.

He isn't OP. He's easier to hide from. I survive the doctor way more now with the changes. Don't know what to tell you there, but I USED to find him challenging and now he is enough of a challenge without being annoying.

I'm going to assume that this isn't bait.
To start, no Killer is a free win Killer. Every Killer takes some semblance of skill or experience, no exceptions.
As for Doctor, his Shock Therapy has a limited range, slows him down and only affects you for a short duration. As such, if you think you might get hit by it, drop the pallet early. As for vault points, if you start the vault animation, you usually don't get pulled back. Vault as soon as he starts charging his Shock Therapy, if he hits you with it, it is unlikely you would have made it in the first place.

The counter is to not be as greedy with loops and drop the pallet a little earlier.
He still has a slowdown when using his shock so use that to your advantage.

Anyways..... no, he's not OP at all: You can drop pallets right before he shocks you or you can dodge his shock by running away when he charges his shock

I love this meme.
As for the subject, No, he isn't. He is decent, but not unbeatable. Too many maps have lots of LOS breakers, close loops and window after window. He is just good at finding people and baiting pallets.
If you have a problem with him then you are just bad.
