Is First Cut licensed chapter? Why there are no cosmetics for Adam and Mrs. Spirit?

Is new chapter licensed? Because sadly there are no cosmetics :(. Without cosmetics characters are a little bit boring. Or maybe it's just the matter of time (shor time i believe)?

    As far as I know its not licensed and I guess the cosmetics will come with the "real" patch

    Why would they need cosmetics in the PTB? You are supposed to be testing the game. Sure it is a way to check out the new content, but it is really more to figure out if something is broken. Cosmetics traditionally don't break the game.
