Rift level 3 and PTB same day?

I think the initial notes had the third level of the Rift coming tomorrow, are they changing that otherwise the PTB may not have the population it normally does.

Most people only so the PTB for the furry couple days anyways so if they have half the people trying to grind the rift in one day and by then the people who start the PTB Tuesday may be bored of it.

Could make for longer queues than normal for both sides, not to mention lackluster games
