How is this allowed?

Apparently .mp4 files aren't allowed to be attached here, so I'll just put what happened in layman's terms: I got in a match with a speed and invincibility hacker as killer. I disconnected from that game for obvious reasons.
My question is, how is this allowed, but DCing is penalized? You can say hacking is not allowed, but with how easy it is to accomplish, they might as well have an option to hack into game files in the settings menu. What is the thought process behind adding a DC penalty with such a paper-thin protection from hacks, cheats, and literal file exchanging? Any explanation to this is much appreciated!

According to a friend of mine who is a game designer that I was discussing this with the other day, EAC is pretty much useless and actually makes hacking easier. I have no idea why it's in DBD, especially since they have VAC as well, which from what I hear is superior in every way. But I'm not a developer, this is all second-hand from my friend, so maybe there's something I'm missing.
That said, hacking is absolutely punishable in DBD. If you reported them in the scoring screen after the game (which is compulsory), you can send the video evidence you implied that you had to Support and they will deal with it appropriately.

There has been quite a few clips of hackers circulating recently. Seems it’s on the rise.
Whether its done because players can’t dc or if it’s just coincidental timing who knows, but it sadly seems to be on the rise.
EAC isn’t doing much against it.

Cheating is not allowed, but Devs are not responsible for fighting hackers.
Whole anticheat is handled by EAC.
EAC is a common anti cheat used in many games, so not only there are many hackers trying to bypass it, but it also lacks customized solutions.
So basically, once someone bypasses EAC, everyone can do that in almost every game using it until its patched. And currently hackers are faster than EAC, and Cheat Engine is more than enough to bypass it.

I wasn't necessarily trying to pin it on the developers per se, though I do understand how it came off as such. My question was more so how can there be a DC penalty with such an easily bypassable anti cheat? Especially one where apparently a "Cheat Engine" is enough to bypass the entire thing? I argue the game is not in a good enough state to warrant a disconnection penalty, and the rise of hacking with an anti cheat system that isn't good enough to stop cheating is an arguably decent proof to the point.

No, devs are definitely also responsible for countering hackers. It's that I would expect more from EAC than BHVR on this front.

If I remember correctly, I saw devs say that they dont do anything cheating related.
Actually even their console servers are not protected from being accessed from PC, there is even a crossplay icon lol.

Yeah, I just had some wallhacking, teleporting Bubba that stood in the basement the whole game but was able to port through the map and kill people. I saw him do it several times as I was the first one he ported to and hooked. Then he asked in the post game chat if we wanted to buy the hack. Great times. I really hope they do something to counter these hackers...

Yeah, that doesn't surprise me, but it's still a decent game developer's responsibility to remove the possibility of hacking from their game. BHVR's sub par response to it is just an indictment on their standards.

Actually, VAC is even more useless.
At least according to anti cheat bypassing guide lol.
Well, every "mass produced" anti cheat is like that. To eliminate cheating custom solutions designed by the game developers are necessary. Multi-game anticheat will always have holes, because otherwise it would also block game related processes. Basically only game devs know what is possible/allowed in their game and what is not, so only they can block these things.

That's pretty much what he was saying, yeah. He didn't go into detail about why he feels VAC is better than EAC, though - I'll have to ask him about that when I see him tomorrow.

VAC is completely useless against private cheats, as it does not protect the game's memory. EAC is way better, but of course people will find holes in everything. That doesn't mean EAC is bad.

You can report the hacker and they will be banned. Its NOT acceptable.
Neither is disconnecting and ruining the game for others.
Trying to compare (or contrast) the two is ridiculous, as you know full well hacking isnt allowed.
Let me ask you though, how often do you see hackers compared to how often you see DCs? One is definitely more rampant and needs penalties. As it's so frequently happening.
Why do hackers become so scarce? Because after, and get this, PENALTIES, others learn its punishable. Like what is happening with DCs.
