Do pop and surge stack?
It feels like they don't, but when surge procs pop disappears, but it doesn't look like it goes down 25 +8 %

They do not stack. You get the surge regression only

The devs specifically said they want to reduce perk synergy. Seems to be focused on reducing it with killer perks.

It would be nice if surge applied pop, would make it actually useful for that purpose.

I think it stacked in a past. Now I'm not sure if they changed it.

It’s not meant to stack but I remember hearing Otzdarva saying it does due to a bug. Not sure if they ever changed that.

Pop and overcharge stack. But you can't kick an already damaged gen so they don't stack.

They said they don't wanna see slowdown builds like "Forever Freddy " on killer anymore so they're probably gonna end up nerfing the perks responsible. Probably gonna see more perks that either kick the gen for you (like surge/ruin) or perks that block the gen so you can't immediately pop it after hooking someone. Things like Deadmans Switch and Thrilling tremors

On the latest dev stream I think he’s referring to.
What they said is perk slowdown synergy. E.g Thanatophobia, Dying light, swing chains, jump rope, old Ruin kind of synergy.
In terms of actual synergy e.g quick and quiet + head on, or rancor and nemesis etc I do believe they are very much for that.

The text for pop says
After hooking a Survivor, the next Generator you break is instantly regressed by 25 % of its total progression
The text for surge says
Putting a Survivor into the Dying State with a Basic Attack causes all Generators within a radius of 32 metres to instantly explode and regress.
"Exploding a generator" sounds an awful lot like i "broke it" If kicking were required then pop should specifically say when you "kick" a generator. Hell, even the text for kicking a generator is called "damage generator" so it's pretty inconsistent here. I'm just trying to understand.
And also i think it is fine if they don't stack, but if it eats a pop charge and does nothing, that seems like a bug.
