Why is match making like this

So I haven't played in maybe 2 - 3 months after coming back my killer rank is set back down to 20 which is fine because it wasn't ever above 17. After a while I have gotten better and am almost rank thirteen until I get into a game where I'm pared against a rank two. Now, I've been pared with hire rank players before but they where at most 2 - 3 ranks above me.

I doubt that I'm the first person to post about this and I wouldn't be surprised if this has been a thing for a while I just want to understand how the devs think this is a good idea.

    Yep you are not the first... i have no idea. You probably got party with different ranks with average ~11.. but look at this

    Yup it sucks. I got a swf of 3 rank 1’s and a rank 4 as a rank 14 killer. 2 had object of obsession and I was freddy. They could see me at all times. 2 of them had the borrowed time instaheal. They thought they were hot ######### at the exit gates teabagging etc. Just have to grin and bear it I suppose. I’m guessing there isn’t enough killers to cater for the higher ranks.
