  I'm having the same issue. Wanted to purchase auric cells to buy the new characters, and getting the message you posted.

  I can't buy it on steam and I can not buy auric cells. Something feels weird about this.

  Steam issue. All purchases are down on Steam. You can still buy with shards though.
