Is the New Doctor the strongest killer in the game?
Seems like he might be, in my opinion. He has so many perks:
Static Blast
Shock Therapy that prevent you form triggering pallets, rescuing, etc.
Hallucinations that reveal your general location
Skill check difficulty when you're in madness
Forced to "snap out of it", big time waster.
Am I missing anythig?

I would say no. Nurse, Spirit, and Freddy are stronger than him IMO.

I still think spirit is the strongest imo. Spirit's only counter is a gamble of luck.

Strongest is a pretty bold claim, I think Freddy would like a word with you down the hall in his office.
I'd argue most of what you listed, outside of the new shock blast, were all parts of old doctor and he was pretty low to mid tier.
That said he's certainly better than he used to be, just the removal of the whole stance dance with treatment and punishment is a huge quality of life increase. His detection has always been off the charts and shock blast accentuates that, but overall he will still get looped, particularly by smart survivors who know to just drop pallets early.
Big things that hurt the doctor right now are more things that hurt most killers, while he has a large presence thanks to shock blast he doesn't have a lot of global pressure. Best killers right now either have a global teleport (Freddy), the ability to traverse the map super fast (Spirit, Hillbilly) and therefore can chain downs very quickly to pressure survivors into unhooking rather than rushing generators.
Overall he definitely put himself in the mid to high tier now, which is a great improvement, but strongest in the game right now is a little bit of a reach.

Not even close. The main thing you're missing is mobility - he still has none. Doctor has always been far and away the best at tracking, and one of the best anti-stealth killers. He's better than he used to be because his tracking ability has improved, as has his chase potential, but he's still lacking in what is arguably the most important trait for a killer - mobility - meaning he still struggles to apply map pressure and end chases quickly against experienced survivors. Doctor isn't bad by any means, but t's no coincidence that all of the generally accepted top four killers (Nurse, Spirit, Freddy, Hillbilly) have ways of getting around the map and ending chases quickly.

I would argue his map pressure is not good enough for him to be the strongest killer. His static blast does give him some map pressure, but it's not that much. In the end he lacks mobility.
But he is very strong. His chase potential is really good, only a few killers, like Spirit or Nurse, are better in that regard, he has great detection and can even slow down the game slightly thanks to madness tier 3. But I would argue that some killers, like Nurse or Hillbilly, are still better, because he does lack map pressure.

Absolutely the hell not. Freddy, Oni, Demo, Spirit, Billy, and—if you're really, really good—Nurse, and Huntress are all much stronger than he is.

New Doctor is strong, but unfortunately he has some flaws (lack of mobility, dropping pallets to avoid his shock stun) that keep him out of the top 3. Nurse, Spirit, Freddy, Hag, and maybe Billy are all stronger than him.

Nurse, Spirit, Hag, Oni, Billy, and Freddy all have something Doc doesn’t have. Mobility. Plus they all end chases quicker than Doc. Doc will struggle A LOT on a huge map like Rotten Fields or Red Forest. He just can’t pressure gens as much.
He is so much better than he was, but he isn’t even in the Top 6 :/

Gotta stop with this Freddy nonsense. No way is Freddy better than doctor. Freddys snares are easyily avoidable. While freddy can stop a loop from being done twice, doctor can shut it down the first time. And if the survivor isn't asleep then Freddy has nothing to help him quickly end the chase. While Freddy has the teleportation, it can only be done after a long cooldown and you have to know which gen survivors are at for it to really be useful which requires information perks like bbq or discordance.
At most one could argue they are on the same par but to say Freddy is better than doctor... I dont see it.

I would say the snares and teleport definitely make Freddy stronger than Doctor. Not that Doc is bad, mind you. Far from it. But I would definitely put Freddy above that.

By far freddy is stronger.
Firstly he has mobility. Doctor doesn't. Mobility is the best thing a killer can have, and freddy has plenty whilst doc has... 4.6 m/s movement speed? So does freddy?
Freddy has slowdown with addons. Doc loses all madness effects when they snap out of it. Freddys add-ons effect so many parts of his kit. Doctor only changes madness afflictions.
Freddy can use his snares/pallets for tracking and for antiloop. Doc has this but no movement ability.
Freddy is just better. In every way.

To be fair, the killer my friends and I have the most complications with is Freddy with BBQ, Pop, Sloppy and some other perk with his slow down addons. As Freddy with BBQ and Pop seem to be 8/10, the ones with more slowdowns is 1/10, really only leaving about 1/10 games where at least 1 of us escape.
But no, A nurse who can play nurse is still the best killer out there, it sucks the up her learning curve because now I basically refuse to learn her. Billy and Spirit would be next followed by Freddy with BBQ+Pop.

No. Doctor is still loopable and still has poor distance management. I still rate Plague and Freddy higher than him. He's efficient at chaining chases together due to his tracking, but he'll have a rough go of it against a team with two very good loopers. I typically drop pallets early or loop to the opposite side/wall to negate the shock therapy even if I get hit with it. He's a very good M1 killer, but M1 killers have a hard ceiling on how well they can do because of the maps.
