Is there a way to reduce the speed of the trapper?

Some friends and I saw that the trapper moves like he has permanent agitation even when he isn't carrying a survivor to a hook. He literally skates behind a survivor who had sprint burst and literally caught them mid sprint from a long distance away.

    As a Trapper main I've noticed some Trappers usually P3's move at extreme speed and no they don't have those perks at all. In fact they're running the usual perks mostly. Distressing, Agitation, Iron Grasp, and then either BBQ, Thanatobia, UP etc.

    All the ones i've seen have had an Agitation III movement speed at all times even after just hooking someone or finding them at 1st. I've even recorded videos of it and just thought it was my imagination.

    He had on the usual perks that the trapper rid. He had no speed boost perks and he was literally sprinting like Usain Bolt. It's been all trappers. I've tested him out myself with no perks on and he hawks down any player with no perks on at all. It's like he has permanent agitation. It's ridiculous...

    Could have had any number of perks. Pwyf with 3 stacks, and a little bit of fired up and you're literally as quick as death

    There always seems to be a steady flow of people, streamers and forum posters that think trapper moves faster than the standard 115%. 

    He is one of the few/only killers that dosen't have an option to M2 or use an optional active skill mid chase. He hits and he hits again, maybe you are just use to other killers burning time on other skills.
